Military Review Finds Breach of Orders in Rafah Incident That Killed 15 Emergency Responders

Gaza — April 2025: The Israeli military has acknowledged a series of professional errors and violations of protocol in connection with a March 23 strike that killed 15 emergency workers near Rafah in southern Gaza.

A military review concluded there were breaches of orders, operational misjudgments, and a failure to accurately report the events, but insisted there was no attempt to cover up the incident. As a result, a field commander has been dismissed and a senior officer will be reprimanded. However, no criminal charges have been announced so far.

The aid workers—paramedics and rescue personnel—were shot and later found in a shallow grave by teams from the UN and Palestinian Red Crescent. A video retrieved from a victim’s phone and released by the Palestinian Red Crescent reportedly shows clearly marked ambulances and uniformed medics being targeted by soldiers, despite visible emergency lights.

According to the military, the first two strikes stemmed from a misidentified threat, while the third instance involved a clear breach of combat orders.

The incident has sparked global concern and renewed calls for accountability, particularly in the handling of humanitarian and medical personnel during armed conflicts.
