ISTANBUL, October 14, 2026 — The European Union launched accession negotiations with Ukraine on two additional policy areas Tuesday, marking further progress in the country’s efforts to become a member of the bloc.
The newly opened clusters cover the internal market and competitiveness and inclusive growth. They include issues such as the movement of goods, services, workers and capital, along with competition policy, taxation, employment, education, digital transformation, industrial development, and economic and monetary affairs.
Irish Minister of State for European Affairs and Defence Thomas Byrne described the development as another milestone in Ukraine’s path toward EU membership. He added that Ireland’s EU presidency was committed to supporting progress in the accession process.
The EU also established benchmarks for provisionally closing negotiation chapters within the two clusters. Ukraine’s progress will be assessed by monitoring how effectively it aligns its legislation with EU laws and implements the bloc’s standards.
The latest development follows the opening of negotiations on the external relations cluster in July 2026.
Ukrainian President Volodymyr Zelenskyy welcomed the move, saying it brought his country another step closer to joining the EU. He urged European leaders to open the two remaining negotiating clusters by the end of the year.
In a message posted on X, Zelenskyy thanked EU leaders and member states for their support, emphasizing the importance of Ukraine’s European future and Europe’s security. He said cooperation would contribute to a stronger Europe.
