European Shield Strengthened by Ukraine Reconstruction

Frontline Ukraine: The Battle for Cities and European Security

Kharkiv Endures Attacks While Shaping Europe’s Future

A City on the Frontline

Kharkiv Mayor Ihor Terekhov describes his city as living just a few dozen kilometers from the frontline. Every day, residents face a neighbor that brings death, yet they continue to choose life.

“The people of Kharkiv endure each Russian attack and rise stronger every time,” Terekhov writes in a Euroviews exclusive. “Our city does not just survive; it builds the future against all odds.”

Impact on Energy and Infrastructure

Last Friday, Russian forces targeted Ukraine’s energy infrastructure, striking power plants, substations, and other critical facilities. Kharkiv’s energy system suffered heavy damage. As a result, the city faces severe electricity shortages, frequent blackouts, and disruptions in water and heating. Public transport has been affected too: the metro now serves only as a shelter, and trams and trolleybuses have been replaced with buses.

Resilience in the Face of Adversity

Despite these challenges, municipal workers and energy crews continue to work tirelessly under fire. They repair damage around the clock to restore basic services before winter fully sets in. Their efforts exemplify Kharkiv’s resilience and determination to maintain normal life under extreme conditions.
