Ukraine Moves Closer to European Union Membership

1. Zelenskyy Urges EU to Advance Remaining Talks

ISTANBUL, October 14, 2026 — The European Union opened accession negotiations with Ukraine on two additional policy clusters on Tuesday, representing further progress in the country’s efforts to join the bloc.
The newly opened clusters focus on the internal market and competitiveness and inclusive growth. Their scope includes the free movement of goods, services, workers and capital, as well as competition rules, taxation, employment, education, digital transformation, industrial development, and economic and monetary policies.
Irish Minister of State for European Affairs and Defence Thomas Byrne described the development as another significant milestone in Ukraine’s path toward EU membership. He said Ireland, which holds the EU presidency, was committed to helping move the accession process forward.
The bloc also established benchmarks for provisionally closing negotiation chapters within the two clusters. Progress will be assessed by monitoring Ukraine’s efforts to align its laws with EU legislation and implement the bloc’s required standards.
The latest move follows the opening of negotiations on the external relations cluster in July 2026.
Ukrainian President Volodymyr Zelenskyy welcomed the decision, describing it as another step toward European integration. He called on the EU to open the two remaining accession clusters before the end of the year.
Zelenskyy also expressed gratitude to European leaders and member states for supporting Ukraine’s European ambitions and security, saying closer cooperation would help strengthen Europe.
