Russia, Qatar Hold Talks on Arms Control and Syria’s Chemical Weapons File

Diplomats call for neutral, technical approach to Syria’s chemical dossier during high-level meeting in Doha

Moscow, April 15, 2025 — In a key diplomatic engagement, Russian Deputy Foreign Minister Sergey Ryabkov met with Qatar’s State Minister Mohamed Bin Mubarak Al-Khulaifi in Doha to discuss global arms control and efforts to prevent the spread of weapons of mass destruction, the Russian Foreign Ministry reported.

The discussions focused notably on Syria’s chemical weapons file, with both sides advocating for the issue to be handled within the Organization for the Prohibition of Chemical Weapons (OPCW) framework. They stressed the need for a non-politicized, impartial, and technically grounded approach to ensure credible and fair investigations.

The statement emphasized that Russia and Qatar share similar views on multilateral diplomatic processes and the importance of a collaborative approach to arms control and disarmament.

“The consultations were conducted in an open and friendly atmosphere,” the Russian ministry noted.

The so-called “chemical dossier” refers to the OPCW’s investigations into alleged chemical attacks during Syria’s civil war, a matter that has long been mired in geopolitical tensions.
