Russia Urges Negotiations and Unity to Stabilize Middle East
ISTANBUL — March 24, 2026
Russia’s Foreign Minister, Sergey Lavrov, said Tuesday that negotiations, regional unity, and balanced diplomacy serve the interests of the Middle East amid rising tensions triggered by US and Israeli attacks on Iran.
Russia Engages with Gulf and Iran
Speaking at a Gorchakov Fund Board of Trustees meeting, Lavrov emphasized Moscow’s long-standing partnerships with Gulf countries and Iran. He added that Russia is actively sharing its regional assessments with Iran and members of the Gulf Cooperation Council.
Lavrov highlighted Russia’s initiative to develop a security framework for the Persian Gulf, aimed at fostering cooperation between Arab states and Iran. The plan includes measures to improve military transparency and build confidence among regional actors.
“These practical steps, tested in various parts of the world, can help reduce tensions,” Lavrov said. He added, “Negotiations, unity, and balancing interests benefit the entire region, rather than forcing any country, especially Iran, to follow outside dictates.”
Regional Escalation Context
The Middle East crisis intensified after the US and Israel launched a joint offensive against Iran on February 28, resulting in over 1,340 deaths, including then-Supreme Leader Ali Khamenei. In response, Iran has carried out repeated drone and missile strikes targeting Israel and Gulf nations hosting US military assets.
Russia Expresses Concern Over Cuba
Lavrov also addressed rising international pressure on Cuba, describing it as “a serious concern.” He reaffirmed Russia’s solidarity with Cuba and its right to a sovereign path of development, promising continued support, including material aid.
The remarks follow Cuban Deputy Foreign Minister Carlos Fernandez de Cossio’s warning that the country is preparing for potential US military action. “Our military is always prepared and currently preparing for possible aggression. We must remain aware of global developments,” he said.
Meanwhile, US Secretary of State Marco Rubio criticized Cuba’s leadership, claiming it is incapable of addressing nationwide power outages and advocating for new leadership.
