Puerto Rico: Kenneth Fleming and his company, Akua Mosaics, Inc., admitted to conspiring to smuggle goods into the U.S. to avoid paying significant anti-dumping, countervailing, and other duties on imported Chinese tiles. By falsely declaring the tiles as Malaysian-made, they attempted to bypass tariffs totaling over 330.69% for anti-dumping and approximately 358.81% for countervailing duties, along with an additional 25% in other duties, resulting in unpaid tariffs of about $1.09 million. The scheme involved re-labeling Chinese-manufactured tiles in Malaysia before importing them into Puerto Rico.
