The UAE Ministry of Human Resources and Emiratisation (MOHRE) has introduced a simplified procedure for employers to hire foreign workers currently residing outside the country. The updated process applies to both skilled and unskilled labour and must be initiated exclusively by the employer.
As outlined in an official social media announcement, the new system involves four straightforward steps. Employers are required to log in with their UAE Pass or digital ID, submit the permit application through designated service platforms, and ensure all necessary documents are uploaded. Once complete, the application is automatically forwarded to the Ministry. In case of missing information, the system will request resubmission.
Upon approval, employers must pay federal fees and provide either insurance or a bank guarantee, along with a signed job offer to finalize the process.
Requirements for Skilled Workers:
For skilled positions, MOHRE will verify educational qualifications through the Ministry of Higher Education, typically within two weeks. Required documents include:

An authenticated educational certificate (if applicable)
The Ministry classifies jobs into nine skill levels. Certificates are mandatory for levels 1 to 5. However, workers earning less than AED 4,000/month will not be classified as skilled, regardless of qualifications.
Certain professions—such as doctors, teachers, sports coaches, and lawyers—also require professional licenses issued by relevant UAE authorities.
Applicants from Pakistan, Afghanistan, Iraq, and Iran must submit a clear national ID card with images of both sides.
Eligibility and Conditions for Permit Approval:

Applicants must be at least 18 years old and not currently hold a UAE work permit. Permit replacements are allowed within six months under certain conditions, such as a change in nationality while retaining the same job title and gender. Original entry permits must be cancelled via the Federal Authority for Identity, Citizenship, Customs & Port Security.
MOHRE stated that the new system aims to enhance recruitment transparency, reduce processing time, and boost compliance with UAE labour laws.
