UN Secretary-General Antonio Guterres has welcomed a draft agreement reached in Libya aimed at easing the country’s prolonged political crisis and creating a clearer path toward national elections.
UN spokesperson Stephane Dujarric described the agreement as an important development in efforts to end Libya’s transitional period and move toward nationwide elections.
According to Dujarric, the deal addresses the first two stages of the UN-backed political roadmap. These include reorganizing the High National Election Commission, which is responsible for managing elections, and settling disputed legal issues concerning presidential and parliamentary polls.
The agreement was finalized Sunday by the 4+4 Small Dialogue Committee, which includes representatives from the Tripoli-based Government of National Unity and authorities in eastern Libya.
UN-supported negotiations between the two sides have been underway since April 2026, with the goal of overcoming the political stalemate and bringing Libya’s divided executive authorities together.
As part of the proposed restructuring, Dhaou Ibrahim Attia was appointed chairman of the election commission’s board, while Sana al-Lishani was selected as deputy chair.
Guterres urged Libya’s political leaders and institutions to implement the agreement sincerely and constructively. He also emphasized that the development showed diplomatic dialogue could still deliver meaningful progress toward resolving Libya’s political divisions.
