Egypt Set to Join Horizon Europe Research Program
In a landmark move for scientific collaboration, Egypt is set to become the second African nation to fully join Horizon Europe, the European Union’s premier research and innovation program. After successful negotiations, an official agreement is expected to be signed in November, expanding Egypt’s participation in key global research initiatives.

The formal talks, which began in October 2024, culminated in an agreement that allows Egyptian researchers and organizations to immediately access Horizon Europe’s research funding. The European Commission confirmed on April 10 that transitional arrangements are in place, enabling Egypt to apply for research grants as eligible entities.

This partnership is expected to enhance cooperation between Egypt and the EU in critical areas such as energy, food security, and digital transition, creating new opportunities for innovation and scientific advancement. Ekaterina Zaharieva, European Commissioner for Startups, Research, and Innovation, emphasized the significance of the deal, which builds on a long-standing collaboration between Egypt and the EU that dates back to a 2005 science and technology agreement.

However, the move has not been without controversy. Critics, including members of the European Parliament, have raised concerns about Egypt’s record on academic freedom, urging the country to implement reforms before fully joining Horizon Europe. Despite these concerns, the inclusion of Egypt marks a significant step in fostering international collaboration in research and innovation.
