Alberta Proposes New Library Access Restrictions

The government of Alberta has introduced a new bill aimed at limiting children’s access to sexually explicit images in public libraries. Officials say the measure focuses on protecting young readers while still allowing libraries to operate normally.

Government Emphasizes Protection, Not Book Bans

Speaking at a news conference, Municipal Affairs Minister Dan Williams clarified that the proposal does not ban books. Instead, it requires libraries to store explicit materials in controlled areas where children cannot easily access them.

He explained that staff may place such content behind counters or in restricted sections. As a result, families can feel more confident about the safety of public library spaces.

Measures Target Access for Young Readers

Under the proposed law, children aged 15 and under would not be allowed to view visual depictions of sexual content. Libraries would need to manage access either through staff supervision or by separating such materials from general collections.

Previously, the government led by Premier Danielle Smith introduced similar rules in school libraries. Consequently, schools removed at least 160 books to meet provincial guidelines.

Opposition Criticizes the Proposal

However, critics have strongly opposed the bill. Opposition leader Naheed Nenshi argued that the policy could limit personal freedom. He questioned the practicality of enforcing such rules and criticized the government for focusing on this issue instead of addressing economic concerns.

According to him, the proposal may restrict individuals’ ability to choose what they read and access.

Municipal Response and Concerns

Meanwhile, in Calgary, Mayor Jeromy Farkas said officials are still reviewing the bill. He noted that early discussions suggest the rules may not apply directly to standalone municipal libraries and could respect local authority.

Additional Reforms Included in Bill

In addition to library regulations, the bill introduces broader municipal reforms. It proposes a province-wide accountability system for councillors, including clear conduct standards and independent investigations for serious violations.

Furthermore, municipalities would need to publicly disclose salaries that exceed a defined limit. Mayor Farkas expressed support for these accountability measures and welcomed stronger governance rules.
