Defense Secretary Pushes for Swift Reinstatement of Troops Discharged Over COVID-19 Vaccine Refusal

Pentagon orders case reviews, discharge upgrades, and career remedies for vaccine-mandate-affected service members

Defense Secretary Pete Hegseth has issued a new directive to expedite the reinstatement of service members discharged for refusing the COVID-19 vaccine, promising clear guidance and meaningful remedies for those impacted.

In a memorandum signed today, Hegseth emphasized the Department of Defense’s commitment to reversing the consequences of the now-rescinded vaccine mandate. This move comes in response to President Donald J. Trump’s executive order on January 27, 2025, which called for the reinstatement of personnel removed under the COVID-19 vaccination policy.

“We’re working urgently and transparently to bring back those who were unfairly separated,” said Hegseth. “While the process hasn’t been flawless, we’re actively correcting it, in coordination with the White House.”

The directive tasks the undersecretary of defense for personnel and readiness with providing updated guidance to review boards, ensuring fair treatment for service members previously discharged solely for vaccine refusal.

Key elements of the directive include:

  • Removing adverse actions taken solely for vaccine refusal.

  • Upgrading discharges to reflect honorable service.

  • Offering remedies for career disruptions caused by the mandate.

“These are warriors of conscience,” Hegseth said. “We want them back in our ranks and will do everything possible to restore their standing.”

The Department of Defense previously released initial implementation guidelines in February 2025. Today’s memo builds on those efforts, seeking to resolve ongoing issues and clarify the path to full reinstatement.

This latest action reinforces the administration’s broader policy shift regarding COVID-19-related separations and ensures justice for service members who faced penalties for exercising personal choice during the pandemic.
