JPPI Annual Report Warns of Rising Antisemitism and Declining Jewish Resilience
Jerusalem, Sept. 25 – The Jewish People Policy Institute (JPPI) has released its annual assessment of the Jewish people in Israel and the Diaspora for the year 5785 (2024/25). The report, presented to President Isaac Herzog and the Government of Israel, highlights record levels of antisemitism and growing challenges facing Jewish communities worldwide.
Comprehensive Strategic Review
The assessment provides decision-makers with an updated overview of global Jewish life. It examines geopolitical, social, demographic, and identity trends, while offering strategic recommendations for the coming years. JPPI experts stress that the findings are intended to guide policy and strengthen Jewish resilience.
Key Findings: Declining Well-Being
This year’s report shows that many indicators of Jewish well-being have worsened. While Israel’s Jewish population continues to grow, emigration among young secular Israelis is rising. Other trends include:

Cohesion: Unity after October 7 has weakened, with divisions re-emerging over the war, hostage negotiations, and the Haredi draft exemption.

Geopolitics: Israel faces increasing isolation, international criticism, and legal challenges, including ICC warrants against Israeli leaders.

Israel–U.S. Relations: The partnership remains vital and has strengthened through joint operations, but political polarization makes it fragile.

Resilience: Antisemitism in the West and international legal pressures have sharply eroded Jewish resilience.

Identity: Diaspora Jews have shown solidarity through fundraising and volunteering, but many younger and progressive Jews are drifting away from Israel.
Taken together, these trends show a clear decline in the overall well-being of the Jewish people in 2024–2025.
Leaders Respond
President Isaac Herzog described the report as “troubling and alarming,” stressing the urgent need to protect Jewish resilience and maintain Israel’s central role in Jewish life. He also called for a united effort to secure the release of hostages and end the war.
JPPI President Prof. Yedidia Stern warned that Israel stands at a “crossroads.” He noted that while military successes create opportunities, the lack of political direction and continued internal divisions risk leaving Israel in long-term isolation.
