Libyan Prime Minister Abdul Hamid Dbeibah and Qatar’s Minister of State for Foreign Affairs Mohammed al-Khulaifi discussed efforts to strengthen a four-country partnership involving Libya, Qatar, Türkiye and Italy to tackle irregular migration.
During their meeting in Tripoli, the officials reviewed progress made through the cooperation mechanism, including the establishment of a pilot joint operations room. They also explored expanding programs focused on training, combating irregular migration and supporting migrants who voluntarily return to their countries.
The four-way initiative, announced by Dbeibah in April, aims to improve security and technical cooperation, strengthen Libya’s ability to monitor its borders and disrupt migrant-smuggling networks operating across the Mediterranean.
The mechanism became operational during the first half of 2026, while the joint operations room began work from Tripoli on June 18.
The two officials also discussed Libya-Qatar relations and ways for Doha to contribute further to Libya’s political and economic stability. Dbeibah expressed hope that Qatar would play a stronger role in promoting political consensus and improving regional and international coordination on Libya.
