Mexican authorities have arrested a suspected senior gang leader accused of orchestrating the 2025 assassination of Uruapan Mayor Carlos Manzo, marking a significant development in one of the country’s most high-profile investigations into political violence.
Security Minister Omar García announced that the suspect, Ramon Angel, also known as “El R1,” was captured during a joint operation involving police, military personnel, and specialized security forces. Officials said the arrest followed months of intelligence gathering and investigative work.
Authorities allege that Angel was the mastermind behind the killing of Mayor Carlos Manzo, who was assassinated during the Day of the Dead celebrations on November 1, 2025. The murder sparked nationwide outrage and led to an extensive investigation that has resulted in dozens of arrests, including suspected cartel members and individuals linked to the mayor’s security detail.
According to Mexican officials, Angel is believed to be a senior figure within the Jalisco New Generation Cartel (CJNG) and the leader of Los Rs, a violent criminal group operating across several municipalities in Michoacán and Jalisco. Investigators say the organization is involved in a range of criminal activities, including drug trafficking, extortion, and targeted killings.
Carlos Manzo became widely recognized for his firm stance against organized crime during his time as mayor of Uruapan. He campaigned on promises to challenge the influence of drug cartels in the region, making him a prominent figure in Mexico’s fight against criminal violence.
Officials described the arrest as an important step in efforts to combat organized crime and bring those responsible for politically motivated violence to justice. Investigations into the case remain ongoing.
