Palestinian sources have disclosed key details of a proposed roadmap for the second phase of the Gaza ceasefire, outlining a comprehensive framework that includes governance reforms, security arrangements, phased Israeli military withdrawal, humanitarian measures, disarmament, and long-term reconstruction.
According to Palestinian officials familiar with the draft, implementation of the plan would begin within 14 days after receiving approval from all relevant parties. The roadmap reportedly requires a complete halt to military operations and the full implementation of humanitarian commitments before advancing to the next stage of the agreement.
Under the proposal, administrative and security responsibilities in Gaza would be transferred to the National Committee for the Administration of Gaza (NCAG) during a transitional period. The committee would oversee public institutions, restore essential services, strengthen law enforcement, and conduct financial and administrative reforms across the enclave.
The draft also outlines a unified security framework based on the principle of one authority, one law, and one security apparatus. Existing security personnel who meet established criteria would be integrated into official institutions, while others would either transition to civilian roles or retire under a structured process. Measures aimed at promoting internal stability, including ending factional violence and restricting military displays, are also included.
Regarding disarmament, the roadmap proposes the dismantling of heavy weapons, military infrastructure, tunnels, and weapons production facilities under international monitoring. Palestinian factions would participate in documenting and storing weapons, while oversight would be provided by an international committee. According to the sources, the weapons would remain inside Gaza rather than being transferred to Israel or any external party.
The proposal further links the disarmament process to a phased Israeli military withdrawal, the deployment of an International Stabilization Force, and the launch of a comprehensive reconstruction program. The international force would help monitor the ceasefire, facilitate humanitarian assistance, and support Gaza’s transitional administration.
The roadmap concludes with a long-term reconstruction strategy designed to rebuild Gaza’s infrastructure, restore essential public services, and promote economic recovery through sustained international cooperation and financial support. If approved, the plan would represent one of the most comprehensive frameworks proposed for Gaza’s post-conflict governance and recovery.
