Beijing Pact Expands AI Law Enforcement Cooperation

Russia and China have signed a new memorandum aimed at strengthening legal cooperation between the two countries, focusing on expanded coordination in law enforcement and judicial matters.

The agreement was signed in Beijing by Russian Prosecutor General Alexander Gutsan and Chinese Justice Minister He Rong following bilateral discussions. Russian officials said the memorandum is intended to enhance existing mechanisms of cooperation and establish more direct communication channels between institutions.

Gutsan stated that the agreement includes provisions for the exchange of information on a wide range of legal issues, along with mutual visits, consultations, and collaborative research initiatives. He also emphasized the importance of coordinating positions on international platforms.

As part of future cooperation, Russia proposed developing a joint program that would focus on combating transnational crime, advancing digitalization in law enforcement, and integrating artificial intelligence into legal and policing systems.

The memorandum also encourages collaboration between academic and research institutions to support long-term development of joint legal and technological expertise.
