White House Modernizes Cyber Defense Governance Structure

NSA Leads New Federal Cybersecurity Command Framework

US President Donald Trump has signed a presidential memorandum introducing updated cybersecurity principles for national security systems that manage classified information. The move aims to strengthen governance, accountability, and coordination across federal cyber defense operations.

According to the White House, the directive establishes a clear framework defining authority, responsibilities, and oversight mechanisms for all national security systems. It is intended to ensure stricter compliance with cybersecurity requirements among system operators and agencies.

A key element of the order is the revival and modernization of the Committee on National Security Systems, which has been inactive or unchanged for decades. The committee will now be responsible for setting baseline cybersecurity standards, issuing binding security directives, and improving inter-agency coordination.

Under the new structure, the director of the National Security Agency will lead the committee, using NSA technical capabilities to enhance defensive measures and support federal cybersecurity infrastructure. Officials say the reforms are designed to strengthen protection of sensitive government systems and improve overall cyber resilience.
