Western Powers Block Russia-China Draft

HAMILTON, Canada – The UN Security Council on Friday rejected a draft resolution that sought to extend the 2015 nuclear deal with Iran and postpone the reimposition of sanctions scheduled for September 28.

Russia and China introduced the resolution, which proposed extending the Joint Comprehensive Plan of Action (JCPOA) until April 18, 2026. The measure also aimed to delay the “snapback” sanctions triggered last month by France and the United Kingdom.

Voting Breakdown

The resolution gained only four votes in favor, while nine countries opposed and two abstained. Those voting against included the United States, the UK, France, Denmark, Slovenia, Sierra Leone, Panama, Greece, and Somalia.

Before the vote, Russia’s deputy UN envoy Dmitry Polyansky urged members to support the draft, saying it offered “room for seeking an acceptable solution for all.” He described the moment as a test of responsibility for the council.

China Calls for Dialogue

China’s deputy envoy Geng Shuang echoed the call, pointing to U.S. and Israeli strikes on Iranian nuclear sites, which he said further complicated the crisis. He argued that the resolution was not about taking sides but about creating more space for diplomacy. Geng urged members to choose “dialogue and negotiation rather than division and confrontation” by supporting a technical extension.

Background on the Nuclear Deal

The UK, France, and Germany — known as the E3 — signed the 2015 JCPOA, which limited Iran’s uranium enrichment and allowed international inspections to ensure the program remained peaceful. The deal was endorsed by the UN Security Council.

However, following U.S. and Israeli attacks on Iranian facilities, Tehran suspended cooperation with the International Atomic Energy Agency, accusing it of bias.

On August 28, the E3 countries invoked the “snapback” mechanism under Security Council Resolution 2231. Unless Iran complies with its obligations, the process will automatically restore UN sanctions within 30 days.
