Ontario Community Raises Concerns Over Planned Military Radar Site

Discovery Catches Local Leaders Off Guard

Residents and officials in Clearview Township, Ontario, say they were caught by surprise after learning that the federal government plans to build a military radar receiving station in their community.

The first sign of the project surfaced about a year ago, when Mayor Doug Measures noticed that a local farm had been registered to the Crown shortly after it went up for sale. At the time, no federal department had informed the township of any planned development.

Federal Meeting Reveals Radar Plan

Several months later, Measures said federal officials confirmed during a meeting that Clearview, a rural community of nearly 15,000 residents located about 40 kilometres west of Barrie, had been selected as a site for Canada’s over-the-horizon radar program.

Soon after that meeting, the Department of National Defence (DND) sent letters to farmers and landowners in the area, asking whether they were willing to sell their properties for the project.

Community Pushback Grows

The news sparked immediate concern among residents and elected officials, many of whom opposed the plan.

“I had no idea this was happening,” Measures said. “It came as a complete surprise to all of us.” He described the situation as deeply frustrating, citing the lack of early consultation with the community.

Part of Major Defence Investment

The radar system, expected to cost about $6 billion, aims to monitor airspace from the Canada–U.S. border to the Arctic for potential missile threats.

The project forms part of Canada’s broader commitment to spend $38.6 billion over the next 20 years to strengthen the North American Aerospace Defense Command (NORAD). Canada is working closely with Australia, which has already developed a similar early-warning radar network.

Additional Site Planned in Kawartha Lakes

In addition to the Clearview receiving station, DND has selected Kawartha Lakes, northwest of Peterborough, as the location for a radar transmitting station.

Both sites will feature large antenna structures, some reaching up to 45 metres in height, along with supporting infrastructure needed to operate the system.
