Pentagon Releases Reporting Guidelines for Contract Terminations Under Efficiency Mandate
April 3, 2025 – The Department of Defense (DoD) has issued new reporting guidelines to enhance transparency in contract terminations and cancellations under the Administration’s cost-efficiency initiatives. The directive, outlined in the Principal Director of Defense Pricing, Contracting, and Acquisition Policy (DPCAP) memorandum, ensures compliance with the Presidential Action Memorandum ‘Radical Transparency About Wasteful Spending’ issued on February 18, 2025.
Under these new instructions, DoD components must report termination and cancellation actions to the Federal Procurement Data System (FPDS) and the System for Award Management (SAM) to maintain public accountability. While FPDS contract action reports experience a 90-day public delay, contract notices in SAM.gov are published immediately, ensuring real-time transparency in defense spending decisions.
