Putin signs law requiring telecom shutdowns on FSB request

Russian President Vladimir Putin has signed a new law that obliges telecommunications operators to cut communication services when the Federal Security Service requests it.

According to Russia’s state news agency TASS, the measure requires companies to comply with FSB demands in situations that presidential regulations will define.

Operators exempt from liability

Under the new legislation, telecom providers will not face legal responsibility for service disruptions if they suspend networks following a requirement from the Federal Security Service.

Lawmakers approved the bill earlier this week. On Tuesday, the State Duma passed the measure in its third and final reading, clearing the way for the president’s signature.

Aim to strengthen security measures

Officials say the law seeks to strengthen security in areas under the responsibility of the Federal Security Service. In addition, the explanatory note states that the legislation aims to help counter terrorism and protect national safety.

As a result, telecom operators must now follow official shutdown orders without fear of legal consequences when authorities invoke national security concerns.
