Russian President Vladimir Putin has signed a decree imposing further restrictions on the disclosure of information related to the country’s energy and oil products, in a move aimed at making Western sanctions more difficult to enforce.
The decree, published on Russia’s official legal information portal, said the measures were necessary in response to what Moscow described as “unfriendly acts” by the US and other foreign states and international organizations.
Under the new rules, information about the processing volumes and production output of Russian oil refineries will have restricted access.
The restrictions also cover details about exported energy products, including their names, quantities and prices, as well as information about sellers, buyers, intermediaries and financial transactions. Data on delivery schedules, transport vehicles, routes, terminals and storage facilities, including their locations, will also be protected.
In addition, aggregated customs statistics and planned sales volumes for oil and energy products have been classified as restricted information.
The decree prohibits publishing such data through the media or online, except when companies disclose information about their own operations. Access can be provided with the approval of the data owner, while government agencies can obtain the information within their legal powers.
The Russian government has been given 10 days to identify the relevant product codes and establish procedures for automatically processing data from state information systems.
