UN Committee Warns of Widespread Ill-Treatment in Israel’s Actions Since October 2023
UN Body Raises Alarm Over Conduct in Ongoing Conflict
The UN Committee against Torture released its findings on Israel on Friday, voicing strong concerns about what it described as Israel’s disproportionate military response and widespread mistreatment of Palestinians since October 2023.
During its review, the committee condemned the Oct. 7 Hamas attack and recognized the security challenges Israel faces. However, it stated that Israel’s reaction has caused extensive civilian casualties and severe suffering in Gaza and the West Bank.
Claims of Organized Ill-Treatment and Harsh Living Conditions
The committee reported “deep concern” over allegations of an organized and widespread pattern of torture and ill-treatment, which it said has sharply increased since the start of the conflict. It added that several Israeli policies in the occupied territories have created cruel and degrading living conditions for Palestinians.
The committee urged Israel to form an independent and impartial commission to investigate these claims, prosecute those responsible—including senior officers—and allow unrestricted humanitarian access into Gaza.
Rise in Settler Violence and Administrative Detention
According to the findings, both settler violence and administrative detention have climbed to “unprecedented levels.” The committee stressed that these developments add further pressure on an already vulnerable population.
Concerns Over Interrogation Practices and Domestic Law
The committee criticized Israel for lacking a dedicated criminal offense for torture. It warned that Israeli officials could misuse the “necessity” defense to justify unlawful physical pressure during interrogations.
It also raised concerns about the continued use of undisclosed “special means” during questioning and called on Israel to clearly define these techniques. The committee insisted that no exceptional circumstances should be used to justify torture or ill-treatment.
Humanitarian Toll in Gaza
Since October 2023, Israeli military operations have killed nearly 70,000 people in Gaza, most of them women and children. More than 170,900 others have been injured in a conflict that has left much of the territory devastated.
