ISTANBUL — The European Union and Vietnam have agreed to strengthen cooperation in trade, investment and critical raw materials during Vietnamese President To Lam’s visit to Brussels on Thursday.

Lam held meetings with European Commission President Ursula von der Leyen and European Council President António Costa to discuss economic partnerships, regional security and international challenges.

In a joint statement, the leaders emphasized the need to fully implement the EU–Vietnam Free Trade Agreement and accelerate the ratification of the Investment Protection Agreement.

They also pledged to expand cooperation in critical raw materials, technology, innovation, education, strategic infrastructure and the transition towards greener economies.

Both sides welcomed progress in bilateral relations following the establishment of a Comprehensive Strategic Partnership in January. They also reaffirmed their commitment to advancing investment initiatives under the Global Gateway strategy and the Just Energy Transition Partnership.

On defence and security, the leaders identified opportunities to enhance cooperation in accordance with their respective national laws, policies and priorities. Existing collaboration includes maritime security, cybersecurity, crisis management and capacity-building.

The two parties also reiterated their commitment to protecting and promoting human rights, including through their dedicated bilateral dialogue.

Furthermore, they stressed the importance of effective multilateral cooperation and maintaining an international order based on established rules.

The agreement reflects growing efforts by Brussels and Hanoi to strengthen economic links, secure access to essential raw materials and broaden cooperation on strategic and environmental priorities.
