Canada Proposes Overhaul of Express Entry Immigration System
Canada, 10 April 2026 – Canada plans to restructure its Express Entry system by retiring current programs and introducing a single, streamlined replacement. The proposed changes were outlined in Immigration, Refugees and Citizenship Canada (IRCC)’s Forward Regulatory Plan: 2026-2028, which details the department’s regulatory initiatives for the next two years.
Key Changes to Express Entry
Under the proposal, IRCC would:
- Repeal the Federal Skilled Worker Class (FSWC), Canadian Experience Class (CEC), and Federal Skilled Trades Class (FSTC).
- Introduce a new immigration class with simplified eligibility requirements.
IRCC has provided few specifics on the new class but stated that it will help support Canada’s economy and businesses by creating a more diverse pool of international talent to meet labour market demands.
The department also noted that streamlined rules would make the system easier for applicants, employers, and partners to navigate.
Consultation and Timeline
The proposed reforms are currently in the planning phase. IRCC intends to consult stakeholders, partners, and the public in Spring 2026. More information will be shared through the department’s public consultations and engagement webpage.
If approved, these reforms would represent one of the most significant changes to Canada’s federal high-skilled immigration framework since Express Entry launched in 2015.
About Express Entry
Express Entry manages online applications for permanent residence under Canada’s economic immigration programs. Candidates must first meet eligibility criteria for one of its three programs to enter the pool. They are then ranked using the Comprehensive Ranking System (CRS), with top candidates invited to apply for permanent residence during federal immigration draws.
Candidates have 60 days to submit a complete application with supporting documents. IRCC aims to process most Express Entry applications within six months.
Current Programs
Canadian Experience Class (CEC): For candidates with at least one year of skilled work experience in Canada within the past three years, plus language proficiency and other criteria.
Federal Skilled Worker Program (FSWP): For skilled workers with at least one year of continuous work experience in the last 10 years, anywhere in the world. Applicants must meet language and other selection criteria, including age, education, and work experience.
Federal Skilled Trades Program (FSTP): For qualified tradespersons with at least two years of work experience in the past five years, minimum language proficiency, and either a valid Canadian job offer or certificate of qualification.
