Zelenskyy Says US Peace Proposal Shows Progress, but Territorial Dispute Remains Key Obstacle

Ukrainian President Volodymyr Zelenskyy said on Monday that the updated peace plan under discussion with the United States “looks better,” although the territorial issue continues to be the hardest part of the negotiations.

Speaking at a joint press conference in Paris with French President Emmanuel Macron, Zelenskyy explained that Ukraine cannot accept decisions about territory, financial support, or reconstruction without strong backing from European partners. He also said Ukraine needs detailed security guarantees from both the US and Europe.
Despite these challenges, he noted that the current proposal shows signs of improvement.

Territorial Talks Consume Major Attention

Zelenskyy stated that Ukrainian and American officials spent more than six hours reviewing the territorial section alone, going through each point in detail. He said the long discussions highlight how complex the negotiations still are.

He added that talks with the US are ongoing. Washington has already shared its position with Kyiv and plans to present the same ideas to Moscow.

“I will receive an update from our delegation tomorrow,” he said. “They will travel to Ireland and brief me step by step on the progress of these negotiations.”

Concerns About Leadership Changes in Kyiv

Zelenskyy also commented on speculation about a possible change in leadership at the presidential office after Andriy Yermak resigned following an anti-corruption search.
He said he will hold consultations when he returns to Kyiv.

According to the president, the decision on the next head of the presidential office will depend on several factors, including management style and a stronger emphasis on diplomacy.
