EU Moves to End Russian Gas Imports by 2027

EU Reaches Provisional Agreement

The European Council and the European Parliament reached a provisional agreement on Wednesday to completely stop importing Russian natural gas by 2027. Officials said the new regulation sets a legally binding, step-by-step ban on both liquefied natural gas (LNG) and pipeline gas from Russia.

Phase-Out Timeline and Transition Period

Under the deal, the full ban on Russian LNG will take effect at the end of 2026. Meanwhile, pipeline gas imports will end by autumn 2027. Lawmakers also confirmed that all Russian gas imports will be restricted six weeks after the regulation becomes effective, although countries with existing contracts will receive a short transition period.

Focus on Energy Security and Diversification

The agreement aims to build a more resilient and independent EU energy market. To support this goal, each member state must submit a national diversification plan explaining how it will secure alternative gas supplies and outlining the challenges it may face during the shift away from Russian energy.

Additionally, the European Commission will strengthen its oversight role. Member states must inform the Commission within one month whether they have any Russian gas contracts or domestic legal bans related to such imports.

Suspension Clause and Ban-Lifting Rules

The regulation keeps a “suspension clause,” which allows the EU to temporarily pause the ban if unexpected events threaten the energy security of any member state. However, new rules strictly limit the conditions for lifting the ban. The Commission may allow temporary exemptions only when absolutely necessary, and only for short-term supply needs.

The provisional deal still needs formal approval from both the European Council and the European Parliament before it becomes law.
